The rentals are overpriced that are junkyard repairs of old equipment. Most equipment is rusted and very unsafe. I would not trust that equipment at all.
The owner is completely going off the residual income from the lease of the liquor store next door that he forgot how to treat his customers. The city has grown, unfortunately he has not evolved with the times and it shows by being bitter about it.
The mechanic will repair and then run your small engine full throttle all day long to "break it in" and then break it further so you will be back sooner for further expensive repairs.
